You’re in luck! With the Secondary Suite Incentive Program, homeowners in British Columbia have the opportunity to receive up to $40,000 towards building a new affordable rental suite right within their homes.

This initiative aims to not only provide financial assistance but also to contribute to the creation of more affordable housing options in our communities.

How Does the BC Secondary Suite Program Work?

If you qualify for the program, you could receive a forgivable loan covering up to 50% of the renovation costs, to a maximum of $40,000.

The loan is registered on title and doesn’t need to be repaid if you adhere to the program’s terms. To qualify for loan forgiveness, you must continue to reside in your home, and the newly constructed suite must be rented out at below-market rates for at least five years. Rental affordability rates can be found at bchousing.org/secondary-suite.

Are You Eligible?

To be eligible for this rebate, homeowners must:

  • Be registered owner(s) of the property
  • Be Canadian citizens or permanent residents
  • Reside in the property as their primary home
  • Have a combined gross annual income of homeowners on the title of less than $209,420 in the previous tax year

Properties must:

  • Be located within approved municipalities or regional districts in British Columbia
  • Have a BC Assessment value below the homeowner grant threshold ($2.15 million in 2024)
  • Feature a new legal self-contained unit with a kitchen and full bathroom (existing rental units are not eligible)
  • Laneway homes/garden suites are eligible
  • Have received municipal or regional district building permits on or after April 1, 2023

What Costs Are Eligible?

Eligible costs covered by the rebate include:

  • Architectural and design fees
  • Structural modifications
  • Electrical work
  • Fixtures
  • Appliances (up to 50% of actual cost to a maximum of $2,500)
  • Building and trade permit fees
  • Costs for obtaining certificates, drawings, and specifications directly related to the eligible scope of work
  • Materials related to approved construction
  • Contractor labor (excluding work done by the applicant or household members)
  • PST and GST

Ineligible costs include extensions, conversions, repair or replacement of items for the homeowners, labor costs for work completed by the homeowner, and landscaping costs.

How to Apply

  1. Check Your Eligibility: Visit bchousing.org/secondary-suite to verify your eligibility and review detailed criteria.
  2. Plan Your Project: Confirm zoning regulations, arrange contractors and financing, and obtain a building permit from your municipality or regional district.
  3. Gather Documents and Apply Online: Once applications open on April 17, 2024, submit your online application through bchousing.org/secondary-suite. You’ll need documents proving eligibility (residence and income) and a building permit.
  4. Receive Approval and Construct: Upon approval, proceed with constructing your secondary suite.
  5. Submit Occupancy Permit and Construction Proof: After construction, obtain an occupancy permit from your municipality or regional district. Submit this permit along with proof of construction costs to receive the loan.
  6. Rent Out Suite and Maintain Requirements: Rent out your new secondary suite at an affordable rate and ensure you meet program requirements to have the loan forgiven gradually over five years.
